British Columbia Announces Eligibility Requirements for New Temporary Pathway to Permanent Residence

The Government of British Columbia has released detailed eligibility requirements for a new time-limited pathway to permanent residence (PR) aimed at supporting essential healthcare support workers employed in rural and remote communities across the province. The initiative is designed to help retain workers in critical support roles while addressing labour shortages within British Columbia’s healthcare system.

The new pathway, referred to as the Temporary Rural/Remote Health Support Stream, will provide an opportunity for up to 250 eligible workers to obtain provincial nomination through the British Columbia Provincial Nominee Program (BCPNP). Registrations are scheduled to open on June 15, 2026, and will remain open until August 31, 2026. Due to the limited number of available spots, eligible candidates are encouraged to prepare their documentation in advance.

The program specifically targets workers employed directly by a British Columbia health authority in rural or remote communities. Three occupational categories have been identified as eligible under the initiative:

  • Janitors, caretakers, and heavy-duty cleaners (NOC 65312)

  • Light-duty cleaners (NOC 65310)

  • Security guards and related security service occupations (NOC 64410)

These occupations play an important role in maintaining safe and efficient healthcare environments but have traditionally had limited pathways to permanent residence. Through this initiative, British Columbia aims to recognize the contributions of these workers and encourage their long-term settlement in the province.

To qualify, applicants must hold a regular, full-time, and indeterminate job with a British Columbia health authority located in a rural or remote area. In addition, candidates must have worked full-time in an eligible occupation with the same employer for at least nine consecutive months before submitting their registration. The job offer must remain valid at both the registration and application stages, and applicants must continue working in the position throughout the assessment process.

A key requirement of the pathway is support from one of British Columbia’s public health authorities. Eligible employers include organizations such as Fraser Health, Interior Health, Island Health, Northern Health, Vancouver Coastal Health, Provincial Health Services Authority, First Nations Health Authority, and Providence Health Care. Each health authority will establish its own process for determining which employees it chooses to support for provincial nomination. Importantly, health authorities are not obligated to endorse every eligible worker.

In addition to employment requirements, candidates must meet several other eligibility criteria. Applicants must possess at least a secondary school education, whether completed in Canada or abroad. They must also demonstrate that they have met the minimum income requirements established by the province for the nine-month period preceding registration and application. Income thresholds are assessed based on factors such as annual wages, family size, and region of residence within British Columbia.

The province has also clarified that only workers directly employed by a health authority will qualify. Individuals employed through third-party contractors or service providers, even if they work within healthcare facilities, will not be eligible under this temporary pathway. This restriction is intended to ensure that the initiative benefits workers who have a direct employment relationship with the participating health authorities.

British Columbia first announced the initiative in April 2026 as part of broader efforts to address workforce shortages in rural and remote communities. Many healthcare facilities outside major urban centres continue to face challenges in attracting and retaining support staff. By providing a pathway to permanent residence, the province hopes to strengthen workforce stability and improve the delivery of healthcare services in underserved regions.

For eligible workers, this new stream offers a valuable opportunity to transition from temporary status to permanent residence while continuing to contribute to British Columbia’s healthcare sector. As registration will be limited and the program will accept only a small number of candidates, interested applicants should review the requirements carefully and begin preparing the necessary documentation as early as possible.
