On December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) issued 184 invitations, marking its first draw of the month. All invited candidates are now eligible to apply for a provincial nomination, which can support their pathway toward Canadian permanent residency.

Who Was Invited?

Invitations—known as Letters of Advice to Apply (LAAs)—were issued under the Skilled Worker Stream, specifically:

  • Skilled Worker in Manitoba

  • Skilled Worker Overseas

To qualify, candidates needed to show they were directly invited by the MPNP through a strategic recruitment mission.

Key Highlights of the Draw

  • 184 total LAAs issued, the highest number since October 9, 2025.

  • All candidates selected had participated in MPNP-led recruitment initiatives.

  • This continues the clear trend seen since June 2025, where MPNP has been focusing almost entirely on candidates identified during province-led recruitment events.

Out of the 184 total invitations, 61 were issued to candidates with a valid Express Entry profile number and job seeker validation code.

A significant portion of LAAs went to individuals applying under the Temporary Public Policy (TPP), which allows prospective provincial nominees in Manitoba or Yukon to obtain a two-year open work permit (OWP).

To qualify for this special OWP, MPNP applicants must have a Manitoba Support Letter. The province will accept applications for these letters until December 16, 2025, at 12:59 a.m. EDT.

Once candidates receive the support letter, they can apply for an open work permit through Immigration, Refugees and Citizenship Canada (IRCC).The final date to submit OWP applications is December 31, 2025, when the federal temporary policy expires.

Why Was I Not Invited Even If I Met the Criteria?

MPNP says some candidates who met the selection criteria did not receive a Letter of Advice to Apply (LAA) for the following common reasons:

  • They indicated they had taken an approved English/French language test but did not enter a valid test number, or their test results were expired.

  • They claimed they were invited through a strategic recruitment initiative but did not provide a valid invitation number.

What Is a Strategic Recruitment Initiative?

A strategic recruitment initiative is a process used by Manitoba to help employers find skilled international workers to fill labour shortages.

Candidates are evaluated on:

  • Language ability

  • Work experience

  • Educational qualifications

  • Age

  • Requirements specific to the MPNP stream they fall under

Employers must meet eligibility criteria and complete Manitoba’s ABC Recruitment Process. After approval, they can forward qualified candidate profiles to Manitoba’s Employer Services division.

However, if a candidate has strong ties to another Canadian province—such as past work or study experience—Manitoba may consider them less likely to settle permanently in the province. In such cases, the application may be refused by either Employer Services or the MPNP.
