IRCC Conducts First Canadian Experience Class (CEC) Draw in Over Three Months

On May 13, 2025, Immigration, Refugees and Citizenship Canada (IRCC) resumed Canadian Experience Class (CEC) draws through the Express Entry system—its first CEC-specific round since early February.

In this latest draw, 500 Invitations to Apply (ITAs) were issued to eligible candidates. To qualify, applicants needed:

  • A minimum Comprehensive Ranking System (CRS) score of 547
  • An Express Entry profile created before 5:26 p.m. UTC on May 21, 2024

The May 13 draw marks the fourth Express Entry round this month, following selections for healthcare, education, and Provincial Nominee Program (PNP) categories.

So far in 2025, IRCC has issued 34,440 ITAs across various Express Entry categories. While PNP draws have been the most frequent, IRCC has also prioritized candidates under the CEC, French-language proficiency, and other category-based selection streams.

🇨🇦 Leadership Change in Canadian Immigration

The May 13 draw was the last under former Immigration Minister Rachel Bendayan. Moving forward, Lena Metlege Diab will lead IRCC as Canada’s new Immigration Minister, following Prime Minister Mark Carney's cabinet reshuffle.

With this leadership transition, new immigration priorities are expected, including:

  • Capping new permanent residents at 1% of Canada’s population by 2027
  • Boosting Francophone immigration
  • Revamping the Global Talent Stream (GTS)
  • Reducing temporary resident (work/study permit) volumes
