The province of Newfoundland and Labrador has invited 125 candidates to apply for provincial immigration through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
This marks the eleventh draw of 2025, conducted by the Office of Immigration and Multiculturalism (OIM). To date, the OIM has issued a total of 2,946 Invitations to Apply (ITAs) this year.

ITA Requirements
According to the Government of Newfoundland and Labrador, candidates applying through either the NLPNP or AIP must hold a valid job or job offer from an employer based in the province.
Throughout 2025, the OIM has prioritized Expressions of Interest (EOIs) that best align with the province’s labour market needs and economic development goals.

NLPNP Candidates receive their ITA via email and can submit a full nomination application through the Immigration Accelerator portal.

AIP Candidates have their designated employers notified directly. Employers receive an official ITA confirmation letter through the same portal, enabling them to proceed with job offer endorsement.
Applicants — except those already residing in Canada and applying exclusively through the NLPNP — must obtain an invite code from their employer before submitting an EOI.
Background on Newfoundland and Labrador Immigration
For 2025, Newfoundland and Labrador’s total provincial nomination allocation is 2,525 spaces, distributed between the NLPNP and the AIP, with the majority allocated to the NLPNP.
Earlier this year, the province secured an additional 1,000 nomination spaces to help address labour shortages and population growth needs, most of which were directed toward NLPNP candidates. The AIP allocation remains at 475 endorsements.
Since implementing an Expression of Interest (EOI) system in February 2025, Newfoundland and Labrador has adopted a streamlined two-step candidate–applicant model, improving how workers and employers connect to meet ongoing economic and demographic objectives.
