Ontario’s Provincial Nominee Program (PNP) conducted some of its largest invitation rounds of 2025 on September 2, issuing thousands of invitations across three major Employer Job Offer streams.
The Ontario Immigrant Nominee Program (OINP) sent out a total of 2,643 Invitations to Apply (ITAs) through the Employer Job Offer: Foreign Worker, International Student, and In-Demand Skills streams.
Focus of the draws
These draws were specifically targeted toward candidates already living in Canada with job offers in critical healthcare occupations as well as early childhood education roles. Profiles considered were those created between July 2, 2025, and September 2, 2025.

Candidates in these two streams only received invitations if they held job offers in one of the following National Occupational Classification (NOC) codes:

Next steps for invited candidates
Those who received invitations are required to submit a complete application for provincial nomination to OINP. Once nominated, applicants may then proceed to apply for permanent residence with the federal government.
OINP’s new Expression of Interest (EOI) system
Since July 2, 2025, applications under all Employer Job Offer streams must be submitted via the Employer Portal. This change shifts responsibility from candidates to employers, meaning only those whose employers successfully register a job offer and submit an Expression of Interest (EOI) through the portal are eligible for OINP draws.
Candidates who created EOIs before July 2 must coordinate with their employers to re-submit their information in the new portal to remain eligible for future rounds of invitations.
