Thunder Bay, a city in northwestern Ontario, has officially released its list of designated employers under the Rural and Northern Immigration Pilot (RNIP), often referred to as the RCIP (Rural Community Immigration Pilot).
This program is designed to support regional immigration by creating a pathway to permanent residency (PR) for skilled foreign workers who have received job offers from approved local employers.
Designated Employers Under the RCIP in Thunder Bay
To qualify for the RCIP, foreign nationals must secure a job offer from one of the community's designated employers. In Thunder Bay, these employers have been approved by the Community Economic Development Commission (CEDC).

Eligibility for Thunder Bay’s RCIP
To be eligible for permanent residence through Thunder Bay’s RCIP, applicants must:
- Obtain a job offer from one of the designated employers listed above.
- Ensure the offer is in one of the community’s priority occupations (as announced last month).
- Meet federal requirements including work experience, language proficiency, educational background, and proof of settlement funds.
Once a job offer is secured, the employer must submit a candidate application to the CEDC. If the candidate meets all eligibility criteria and receives a community recommendation, they may proceed to apply for Canadian permanent residency through the federal immigration system.
Thunder Bay Among Leading Communities in RCIP
Thunder Bay is the second community to disclose its list of designated employers under the RCIP, following Timmins, which is participating in both the RCIP and the Francophone Community Immigration Pilot (FCIP).
Currently, 14 communities across Canada are part of the RCIP. The following have released their priority sectors and occupations so far:
- Claresholm
- Timmins
- Brandon
- Sault Ste. Marie
- Thunder Bay
- North Okanagan–Shuswap
- North Bay
This employer-driven immigration initiative continues to play a vital role in addressing labor shortages in smaller communities while providing skilled workers with an opportunity to settle in Canada permanently.
