IRCC Extends Temporary Policy Allowing Foreign Workers to Change Employers on Closed Work Permits

Foreign nationals holding closed (employer-specific) work permits can continue to benefit from a temporary public policy—originally introduced during the COVID-19 pandemic—that allows them to change employers and/or job roles before receiving a new work permit.

What the Policy Allows

Under this extended policy, eligible foreign workers can receive authorization from Immigration, Refugees, and Citizenship Canada (IRCC) to start working for a new employer or in a different occupation before their new work permit is officially approved.

Normally, workers on a closed work permit are only permitted to work for the specific employer and job listed on their permit. Any change typically requires waiting for a new permit to be issued. This policy offers a faster, more flexible alternative—provided certain conditions are met.

Who Is Eligible?

To qualify for this exemption, foreign workers must:

  • Be physically in Canada with valid temporary resident status (including maintained status);
  • Have already submitted an application for a new work permit or an extension;
  • Have been authorized to work at the time of applying;
  • Intend to work for a new employer and/or in a new role supported by a valid job offer.

Applicants must formally request this exemption and wait for confirmation from IRCC before starting work with the new employer. This confirmation usually arrives by email within 10–15 days.

What’s New?

The updated policy, which took effect on May 27, 2025, replaces the original version from May 2020. The only key difference is that applicants are now required to provide biometrics as part of their new work permit application—this requirement was previously waived.

How Long Will the Policy Last?

The policy will remain in effect until further notice, but like all temporary measures, it can be revoked at any time without prior warning.
