On September 26, 2025, Newfoundland and Labrador’s Office of Immigration and Multiculturalism issued 217 new Invitations to Apply (ITAs) under its Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

Shift in Invitation Trends
This draw marks an important shift — for the first time, the AIP stream received more invitations than the NLPNP. Previously, the NLPNP had been the dominant stream in most draws.
Since Newfoundland & Labrador introduced its Expression of Interest (EOI) system earlier in 2025, the province has been conducting regular draws for both programs.
So far this year:

A total of 2,821 invitations have been issued.

2,125 invitations went to NLPNP candidates.

696 invitations were sent to AIP candidates.
At the start of the year, Newfoundland & Labrador had 1,050 nomination slots under the NLPNP. After federal negotiations, the province received an additional 1,000 slots, bringing its total for 2025 to 2,050, slightly below the 2,100 allocated in 2024. The AIP continues to hold 475 slots in the province’s quota.
About the Programs
Atlantic Immigration Program (AIP)The AIP is an employer-driven immigration pathway that helps Atlantic provinces, including Newfoundland & Labrador, attract skilled workers and international graduates.
To qualify, applicants must:

Have a valid job offer from a designated employer in Atlantic Canada.

Possess relevant work experience, or be a recent graduate from a recognized post-secondary institution in Atlantic Canada.
Successful applicants can also receive a special work permit for up to two years, allowing them to work while their permanent residence application is processed.
Newfoundland & Labrador Provincial Nominee Program (NLPNP)The NLPNP allows the province to nominate skilled workers, international graduates, and entrepreneurs who can contribute to its economy.
It operates through five main streams:

The process involves two stages:

Apply to the province and receive a nomination.

Use the nomination to apply for Canadian permanent residence through the federal government.
